The obvious one is performing urine tests (for cotinine - which is what the liver metabolises nicotine into), both before and after the campaign.
There are a number of alternative measures though, such as the closure rates of pubs and bars after smoking bans or the consumption of tobacco products, however these two don't seem to reflect favorably on the smoking bans that they were set up to monitor so they tend to be ignored by the anti-smoker lobby
